I am the full time chaplain for Central Pierce Fire and Rescue. Our
Department serves 135,000 citizens in the 70 square miles of the district, so I respond to a large volume of calls each month.
What a privilege to be able to assist people when they are going through the greatest crisis of their lives.
Chaplaincy is my passion. When I am able to come alongside a member of this or other Department or a citizen, and help them work their way through the difficult situation, there is a great feeling of accomplishment. I know that I am doing exactly what God would have me to do.
As a full time chaplain, I am completely reliant on the support I receive from Central Pierce Department personnel, friends and other citizens. I am always
open for opportunities to share my ministry with civic and church groups or individuals.

Since I committed my life to the Lord over thirty years ago I have served in some kind of ministry. I love helping people and serving those who serve, the men and women of the Pierce County Sheriff’s Department.
In all honesty, I am an adrenalin junkie and enjoy being where the action is. I believe that God has equipped and called me through my background as a combat vet, volunteer firefighter and coming from a long family line of emergency responders.
God has me exactly where He wants me and I am delighted to serve Him.

Chaplain
Wilby Casey |

Chaplain Wilby Casey began his service as a volunteer with the Tacoma Fire Department in January of 1981. Soon after, in 1986, he became a full time chaplain with T-PCC.
Chaplain Casey serves the firefighters of the Tacoma Fire Department in times of need and also responds with the Department in times of death and other crises.
Chaplain Casey is an integral and important part of the service provided by the Tacoma Fire Department. His mission is “to be visible and available to those in need.”
As the chaplaincy receives no public funding, it is funded entirely by donations. In spite of that,
the T-PCC works diligently to keep chaplains available around
the clock for families in their time of need.

Chaplain
Russ Guppy |
|
Prior to coming to the Tacoma Police Department in late 2005, Chaplain Russ Guppy served multiple police departments for 19 years in suburban Portland, Oregon. He also is a chaplain for the Seattle-Tacoma office of the FBI, and is a retired Army Reserve chaplain.
Russ was called to emergency service chaplaincy because of the high stress on cops and their families, the importance of their role in society, and because they are often detached from regular pastoral support.
All T-PCC chaplains feel privileged to assist local citizens with godly compassion at the worst moments of their lives, frequently around sudden death.
Russ and his wife, Margie, especially enjoy spending time with their five grown children who live in the greater Seattle area.

Chaplain
Art Sphar |

Art Sphar is a graduate of the University of Washington, has a Master of Divinity Degree from Emmanuel School of Religion and a Doctor
of Ministry degree from Fuller Theological Seminary.
Art has been a volunteer chaplain for 26 years and currently serves as chaplain for the
Sumner and Bonney Lake Police Departments, and the Pierce County
Sheriff’s Department. He is the Suburban Chaplain Coordinator for T-PCC
and Director of the Police and Fire Chaplain’s Training Academy.
He is a Senior Certified Chaplain with the International Conference of Police Chaplains and serves as their State Representative. He is also certified as a Trainer for the Pierce County Department of Emergency Management and serves on their Training and Exercise Committee.
